Tier 4 to Tier 3 - list of permitted reasons?

Any idea if visiting a graveyard is ok? We are in tier 4 and I want to visit my mother grave just over the border into tier 3. Not going anywhere else in tier 3. It says visiting burial grounds is allowed in tier 4 but I can’t tie that in with crossing tiers at the same time.

The worst that will happen? Somebody stops you, realises (somehow) you live in T4 area. You say I'm visiting burial ground and they say "sorry, you need to go back home" and you do.
