Visiting Manchester from Tier 4 self isolation guidance??

I've seen an article on the bbc which says there is strong advice for people to self isolate if they've travelled from Tier 4 to Manchester but I can't find the actual statement or guidance anywhere.

Can anyone dig it out?? I want to know if work is excepted.

It's a client of mine. I would say 'no' as it's not about keeping infrastructure or supply chains functioning and a very long way from keyworkers.

However, they would argue that it's commercially essential....

Hence why I need to find the source to this to try to shed light on an already very grey area!!

The Tier 4 guidance doesn't specifically say 'essential work' is an exception, just 'work' as far as I can see

No Greater Manchester have asked everyone who has travelled to isolate for 14 days with no exceptions. People are legally not allowed to be travelling for non-essential reasons so this clearly relates to those who had an essential reason to travel.
Is your client the BBC by any chance who are screwed because they tried to move a breakfast television programme to Manchester but allowed most of it's staff to remain living in London?

I'm just finding it hard to get to the source statement etc so I can show it to them as evidence why this is not a great idea.
