Are you allowed to meet someone from a different household outside?

And can you travel from Tier 2 TO Tier 3 outside of the 5 day Christmas period?

You can meet ingroups of 6 outside in parks etc (not private gardens)
Travel is advised against but not specifically banned.

Great thank you. I don't get the private garden thing, how is fresh air different? Can't my dds sit in our garden with a friend?

Unfortunately not allowed in gardens. I think it’s because it’s easier to forget about social distancing if your not in public and you may be tempted to go inside for the toilet etc. Your dd could meet friends in a public park though.
