Law or guidance? Overnight stays in Tier 3

I want to travel from a tier 3 area to stay in an empty house in another tier 3 area. No stops between, no mixing while there.

What I'm reading says you 'should not' travel into a tier 3 area for any purposes except specific things like funerals etc. But I can't find anything that says it's actually against the law so I think it's just guidance. I also found an article where an official was put on the spot and he seems to admit that it's guidance not law. It feels like it's very hard to find which is which - is there a document I could refer to?

It’s guidance and what you describe sounds risk free so I would do it. They updated the legislation (the legal document to support the tiers) this week and no mention of it being illegal to travel between tiers or overnight stays. It’s advised against except in essential circumstances but not against the law.

Thank you that's very helpful. I suspect they deliberately make it unclear that some of the 'rules' are just guidance as they're afraid people will ignore them (more than they are I mean!) if they know.
