Christmas - can different tiers meet up?

I was having this convo earlier with a friend and I can’t find the answer. I thought you couldn’t form family bubbles with people in different tiers, so you could travel to the other side of the country through different tiers so long as you ended out at the same level tier as you started at, but if I was in, say, tier 3 and mil tier 1, then —that would be a good excuse not to see her— that wouldn’t be permitted. My friend thinks families can mix freely within the Christmas bubble set up regardless of which tier they’re in and whether they are in the same one as each other.

We aren’t planning on doing any mixing with family other than distanced and outdoors over Christmas because of vulnerable relatives and my thoughts on the whole Christmas plan is a different matter, but who is right with this? I’m curious and can’t find the answer

Can bubble with 2 other households regardless of tiers.

You can bubble with anyone in any tier over Christmas and you can travel to any tier during that time period. Your friend is right.

Yep, can mix tiers, as it happens our bubble of 3 all live in different germy tier 3's.

Unfortunately your fiend is right, you can mix different tiers over Xmas as the tiers rule will be replaced by the rule of 3 households.

Wow, that’s crazy logic. I’m struggling enough to justify what they’ve said with 3 households but mixing tiers too...
