Do you know if you are (or would be) allowed to open for Christmas in Tier 3?

We have had (since the end of August) a holiday apartment booked for the week over Christmas so that we (three people, two households) could stay there to visit our parents who live nearby.

We are all going to self isolate in advance so this would be the first time we could go into their house since March - we just don't think we can do Christmas from the garden...
When we first heard the announcement about the Christmas bubbles we thought we would be able to go ahead, but reading around, I am not sure you can stay in a holiday apartment in Tier 3 even over Christmas.

Obviously we have emailed the apartment owners to find out but they haven't answered yet.
