Why could every sector but hospitality open up?

Hairdressers /barbers allowed to open.
Non essential shops but in tier 3 no pubs or restaurants.
Gyms allowed to open
They've previously said when people are intoxicated social distancing goes out the window ..so why not allow restaurants to open and not serve alcohol?
I don't understand the logic
Surely I'm not the only one

They have really taken the brunt. I think it’s because that’s where more positive cases happened over the summer so it was either them or schools.
Not fair after they spent so much money and adapted to try and become covid secure.
They seem the fall guys now to keep schools open.

Because someone has to close, they can’t open everything (well, they could, but then the nhs will protest its about to collapse instead). Whoever it is will protest vigorously it shouldn’t be then, it should be someone else. Ditto local authorities all arguing they shouldn’t be in the tier they’re in. Boils down to “it’s not fair” as though there is somehow an easy and fair answer in this situation. Choices are between a rock and a hard place at the moment and everybody has a good reason it shouldn’t be them that suffers.

Because Boris has a newborn baby and is therefore unable to visit hospitality venues but still has time for a haircut and to go to the gym.

Hospitality is social. The others largely are done solitary or one on one with PPE like barbers. A group of mates in the pub is not the same as running solo on a treadmill at the gym.
