Tier 2 Christmas... in the garden?

From my reading of the guidelines, I think it is ok to meet in a group of 6 who are not in a Christmas bubble in a private garden. Is this ok 23-27 Dec, or do we have to wait until 28th?

Yes I think that is absolutely fine.

It's ok if you are in Tier 1 or Tier 2. It's not ok in Tier 3 (but you could meet them in a public outside space like a park).

The part of the guidelines that deals with this is:

"Between 23 and 27 December:

you can continue to meet people who are not in your Christmas bubble outside your home according to the rules in the tier where you are staying"

Yes, that's what I understand.

We are planning a Christmas garden picnic with my parents the weekend before. There will be six of us.

In tier 2:
"you must not socialise with anyone you do not live with or who is not in your support bubble in any indoor setting, whether at home or in a public place"

"you must not socialise in a group of more than 6 people outside, including in a garden or a public space – this is called the ‘rule of 6’"*
So yes, it is fine for you to do this.

I though the tiers were being suspended for the 5 days of Xmas and the only people you could see were in your bubble of 3....I could be wrong though!

You can meet other people over the Xmas ‘bubble’ period as long as you follow the rules of your tier. It isn’t that the Xmas ‘bubble’ rules cancel the Tier rules out.

You can meet other people *outside" according to the rules of your Tier. If you happen to be in Tier 1, you can only meet your Christmas bubble inside (so for some, Christmas bubble rules will be more stringent than tier rules).
