Children visiting a parent and crossing tiers

One parent is in tier 3

The other is in tier 2

The children reside in Tier 3

Can the children visit the parent in tier 2?

Just literally, that.

It hasn't been an issue til now ....

Am I right in thinking it's always been ok for kids to go to the other parent regardless of tiers, or have I gotten this massively wrong?

It's fine for children to be a part of two bubbles when their parents are separated. They have always been allowed to travel between parents houses (under 18s that is)
