Did Boris say that this will be debated in parliment first? Or did i hear it wrong? If i heard it wrong then what was Boris talking about, what will parliment discuss on monday?
If i heard it right then im wondering what will happen if they vote against it - then lockdown will not happen after all?

I think you heard it right. You heard the same as I did anyway. And yes, if parliament reject it, it won't happen - though that's unlikely.

I think it's a formality, and that's why it took him a while to get out an talk. Announcement should have beenonday bit it got leaked so they've announced early presumably secure in the knowledge it won't be defeated

They’re debating and voting on it on Monday. Weird one was Steve Baker who’s very against further restrictions was on the bbc earlier saying he’d met with the PM earlier and was clearly trying to say something but not very explicitly.

Ah ok, i understand. I was just confused why they would announce something if it is not certain yet.
