medical staff in Belgium working even if have a positive result

Just caught the headlines on bbc news and they have said that in Belgium asymptomatic medical staff who have tested positive have no choice but to carry on working as the hospitals can't cope and having them off work would mean they would not have the staff to treat patients!! 1 in every 3 people in one of the towns is testing positive. That is a huge number. I wonder why it is so out of control there!
