Is this not defeating the purpose of the school closures?

I’m in NI and a two week school closure has been announced as a “circuit breaker”. One of the weeks will be the already scheduled Halloween break. I’ve just seen an advert from a local after school club promoting a “circuit breaker” club for primary school children for those 2 weeks. So all the kids that won’t be at the local school for those two weeks in an attempt to stop them spreading the virus amongst themselves will just be together in a different building. Confused

It seems stupid to me but I do realise parents still need childcare so I don’t know whether I’m not seeing the bigger picture here.
