Understanding the legalities of these new rules...

Do I understand this right...
The government has stated wearing of masks is compulsory in shops, but that some people may be exempt.
Has this already been passed as a law?
The police will interpret the law and will issue a fine if their opinion is that I am not exempt if I am in a shop without a mask.
If I don't pay the fine - will I get taken to court for non payment? Is that a decision by CPS or will it happen automatically if I don't pay the fine. Is that the point at which there will be a legal to and fro about how to define who is exempt... (Because they haven't made it black and white about who is or isn't exempt)

Can’t see there being a black or white about exemption
