Next country to be added to quarantine list

Is there anywhere to check which countries are likely to be added to the quarantine list again soon? Friend is travelling to Cyprus.

LBC posted this yesterday, though not sure what the criteria are.

That LBC chart is the 14-day incidence rate (i.e the number of cases per 100,000 population)

Grant Shapps has said that the criteria is a 7-day incidence rate > 20 / 100,000 population
(So 14-day incidence of 40 / 100,000, if they wait another week to be sure)

This is the ECDC table & map of 14-day incidence rates, which shows Cyprus is slightly below the UK
==> looks fine to go if they are travelling - and returning - fairly soon, but keep monitoring if return would be much later

I'm confused about the criteria TBH. Trinidad & Tobago got added to the list but there are no flights and the only way in or out is by private or military plane. (I know because I have family there and we have tried)
