Travel to quarantine areas

A colleague wants to travel to a country where they have quarantine restrictions in place to visit a poorly relative.

It says all arrivals must quarantine for 14 days regardless of whether you have symptoms. Does that mean you have to stay in the country for 14 days before you can return to the UK, or if your trip was 7 days you could return to the UK on day 7?

I can't find this out anywhere. What am I even supposed to google? All I come up with is info on UK quarantine.

Anyone with experience?

Surely quarantine means they can’t be in contact with anyone- so they would need 14 days before going to see relative.
I’m sure there would be nothing stopping them going to the country for 7 days, spending it shut in hotel room and coming home- but it would seem pointless, and then they would need 14 day quarantine when they return here.... assuming it is from uk.

The colleague has to quarantine for 14 days in the country when he/she arrives. A seven day trip would mean going to the country to sit alone somewhere and then leave. They could not visit their relative until after the 14 days are up. The border guards may not even let the person enter the country when they are planning to do that.
