Regions in UK that have high infection rates

I’ve been looking at infection rates in the UK - reading a lot of information and I’m really curious about why certain areas in the UK have high rates. Is it high community transmissions or care homes etc? With the concept of Leicester going into a lockdown possibly imminent, and reading the cases per day in most upper and local authorities, I'm curious to see why certain areas have been hit particularly high like Gateshead and Bedford (which has the highest infection rate in the South of England).

I live in South Tyneside and we are supposed to be one of worst hit after London. However we have barely had any cases in weeks and about 2 deaths in a fortnight. We have friends that work at the hospital who say it never got bad, so it is confusing. Not that I am complaining! Sunderland was badly hit but I gave birth there in early May and the midewife told me they had already closed most of the wardsv
