Heartbreaking Sad

“Confined to their rooms in lockdown, with staff absences of 40 per cent, residents were dying of thirst”

I don't know of any long term residential or nursing homes that are not private in our local area. There are local authority run beds which are used for rehab and recuperation, but no long term ones.

I can absolutely see how people could be neglected if staffing levels are critical, how could they not be ? Where would the homes get the staff from during a pandemic, when they struggle to fill vacancies in normal times?
