Quarantine and where are these travellers going with the overnight stay laws

There is something I don’t understand about the new regulations. As of June 8th a quarantine will be in place for people arriving from abroad. But where are all these people coming from and what is their purpose for travelling?

Is it British residents still being repatriated or who had to travel abroad for essential reasons, in which case they are presumably quarantined in their own homes?

It can’t be tourists or people travelling to visit family as the new laws against having anyone in your home or staying overnight anywhere make this impossible.

One reason could be people travelling here for essential work, as this is an exception to the staying overnight somewhere rule.

Presumably all the people currently travelling to the UK must be either resident here in their primary home (can’t travel to second home) or travelling for one of the few exceptions to the overnight stay laws?

How many people could this realistically be?

My brother is expecting to travel for work in a few weeks - they have factored in him having to quarantine on his arrival in the country (i.e. work from hotel) then after he's done the actual hands on work that can only be done by him (which I find hard to believe) him then having to quarantine on return to the UK (i.e work from home as he is anyway)

Do you mind me asking what field hes in?

I work in biomedical research but my uni has stopped all work associated travel and field work for the foreseeable future.

Well I'm one, essential worker in the "Transport" category..

HMG definition "This includes those who will keep the air, water, road and rail passenger and freight transport modes operating during the COVID-19 response,"

Will have to go direct from airport to accommodation..only allowed out to go to directly back to place of work, or back to airport to leave the country. There are a few hundred I know of in a similar situation.
