Deaths from hospital and care homes account for up to 40% of Covid deaths

Some reports today saying that up to 40% of UK covid deaths are in those who contracted it in hospital (already patients in hospital) and care home residents. That is a huge percentage. Awful as it is, doesn't it suggest that putting main focus on preventative measures in hospitals and care homes must now be the priority approach, and that in doing this restrictions could really be reudced in other settings (schools, work, shops) for those without additional health risks?
