If my brother comes over from Sweden (a big feat in itself) will he be quarantined?

If so where? At my mum's house?

Will carers be able to come to the house to look after my mum still?

Currently my mum is on end of life care in a nursing home and we are trying to get her home to die

I don't know but I think they will have to stay in a hotel for 14 weeks. I doubt he moves in your mum and if your mum is elderly then maybe he shouldn't.

There is no quarantine for those coming into the UK at the moment. If he comes here he'll be bound by the same rules as the rest of us but he doesnt need to self isolate unless he has symptoms.

14 weeks? I think you mean 14 days!

As an above poster has said, curently there is no qurantine requirement in GB. If and when it does happen, visitors would be asked to quarantine for 14 days, but it's more likely they'll be asked to give an address at which they're staying rather than having to stay in a hotel.
