Seeing a family member not in household?

So my mum who lIves locally has just read this:

She has taken it to mean she can visit me if she sits in my back garden? But I'm not so sure?

Anybody know the exact rules on this?

In a public place but not in your garden. Don’t ask me why this naked a difference in terms of disease proliferation though!

Because if you sit in a garden there is a much greater chance that people will offer a cup of tea, ask to use the bathroom etc so increasing chances of passing on virus. In some cases you have to walk though the house to get to the garden so increase chances of touching surfaces. It's not difficult at all to see how saying we could all go in each others gardens would be more risky re increasing R than just meeting in a park.
