I can only assume they can't be arsed to get it under control and would rather still pursue herd immunity. If they'd locked down earlier and/or harder it would have been achieved by now. As it is we've fucked our economy with a half hearted lockdown and haven't even met the objective of number being low enough to contract trace. There's no control over it so cases will rise again quickly. A pointless exercise.
