Fines for people not following the rules

How will police now fine people for not following the rules if unlimited outdoor exercise is allowed and people bump into friends?
Obviously it would be easy to prove no social distancing and was pre arranged if a huge gang of teenagers together were at a park.

How would police prove smaller gatherings hadn't met by chance out exercising and were just talking?
Just to add I'm not going to do this at all but I'm wondering about the burden of proof or whether once a fine is issued that's it it can't be challenged. This could lead to all sorts of trouble

Boris has made it difficult to Police this new stage. No idea how they will fine people because it will be a feee for all now. Can’t see many people doing social distancing in public spaces.
