Does this signal a decision to lockdown till numbers very low?

Today's press conference is all about testing and contact tracing, but doesn't that only work with very low numbers? Is this a signal lockdown will not be relaxed until cases are very low?

This suggests new daily cases need to be less than 500 per day for the next phase. This would mean much less in circulation in the population and easier to keep on top of cases. We're a long way from it but I feel more reassured that we have a target to aim for - just wish they'd say it out loud!

They surely need to almost close the UK to incoming flights, and/or mandatory facility based quarantine for all citizen and resident arrivals (no other new arrivals), a la NZ, in order to achieve such a thing?

Yes it does imply we need things to b much lower.

The actual number might depend on distribution. So 500 cases around the country might be different from 200 in London, 200 in Bristol and 100 elsewhere
