Any advice/ideas car rental refund through BA

We’d booked a car rental through BA with Avis Budget abroad. The trip was due to be last week so obviously we had to cancel.

BA have refused to refund and only given vouchers.
The flight that’s not too bad for as it was mainly air miles, but the car rental was quite a lot of money and not air miles.
My DH said he told BA he didn’t want a voucher but they isn’t that was the only option.
Does anyone know what the deal is with this? I’ve had a quick look on money saving expert but couldn’t see clearly anything about this.
Avis’ own website talks about refunds but says if you booked through an agent you have to go through them

Was is a combined flight and car booking with BA Holidays or two linked bookings (one flight booking and one car booking)?
Some people have had refunds without doing anything, others have had vouchers too.

I think it was two bookings, maybe linked.
