Would you report these neighbours?

I live in a block of flats with no gardens. A family is having a picnic in our small car park and they seem to have family members over I've never seen before. They've set up table and chairs and everything. Hesitant to report them though as they could theoretically all live in the same flat (although they're absolutely tiny one-beds and this family has three children). There's the two parents, 3 kids, the wife's parents (?) and another random man (brother?). On top of that they're seriously annoying - the kids keep honking their car horns. What would you do?

They were also having a bonfire in the car park last weekend. Had to shut all our windows because our flat stank of smoke.
