Can you get furloughed as a public sector worker?

I work for a LA and my job is not at risk. My child is autistic (high functioning) and is not coping at all, incredibly anxious and so many meltdowns. She has needed 1:1 at all times since her school has shut. I am a single parent and trying to care for and homeschool both my children and trying to work my hours from home and it has been so difficult. I had read on a government guideline that if you need to care for someone then maybe you could get furloughed? I have assumed that this does not apply to Local Authority workers because my job is not redundant. Am I right? So far my work have suggested I reduce my hours or take unpaid leave. I can't manage financially if I do this. I may be able to manage if I slightly reduce my hours in the short term but getting work done is practically impossible. My anxiety and depression have returned in spades. Any thoughts would be welcome. I am grateful to have a job that is not at risk. I just don't know how to manage everything
