Does old = vulnerable (late 80s/early 90s)?

Trying to register my very elderly parents for support - ie continuing their Ocado shopping delivery. They have been sent a link to the following:

www.gov.uk/coronavirus-extremely-vulnerable

but it doesn't ask anyone's age. They don't have cancer but do have other conditions - including heart failure (which isn't mentioned) but they simply can't go shopping - they can hardly walk and certainly couldn't carry anything.

Is there another form for them or do they not count as vulnerable?
