Information on furlough

I'm looking for some information on being furloughed.
My husband is a mechanic and his employer is still open but work is drying up etc so his bosses are looking to furlough them.
I've been looking for information on this and it's confusing me.
I've read that the employers need to be on the PAYE and they should have the bank account details of the employers by the 28th of February 2020.
My husbands employers don't pay their wages into their bank accounts and have always given them their wages in there hand rather than use bank accounts as they didn't want to pay the fee for going through having their wages go into the bank accounts.
I haven't a clue how it all works for employers. And his bosses are being quite vague with what they are going to be doing.
My husband said the bosses have said they need to be open for at least 3 weeks before they can apply for furlough for their employees but I'm not sure on any of it.

His employers are talking shit. 3 weeks has nothing to do with anything. They are not on PAYE so not eligible for the furlough scheme. They would be eligible for the self employed scheme based on their self-employment tax returns.
