Building work on house AIBU to think they need to 'make this safe'

We have been having some major building work on our house, this has obviously been interupted by Covid-19. The builders have 'made good' the house so it is weather proof and safe for the time being, with the rest of the work to now take place when this is over. The problem is we still have scaffolding up around the house. The builders have said this is unsafe as it was damaged by a large branch that came down in the winds over the weekend. One of the main holding poles is now leaning at a bit of an angle. The scaffolding company though won't come and take this down. In my mind this is a safety issue and they are allowed to rectify this under construction work. As I said the builders say it is now dangerous but won't take it down as they are not insured to do so. The scaffolding company say it will stay up until this over and they will not come out. What should I do?
