Travel insurance claim

Our dd was travelling in Thailand when the Coronavirus situation really kicked off.
I paid (with my credit card) for her flight back to the UK, she was refused access on the plane as she did not have the necessary medical certificate. She got the certificate, booked another flight (she paid) and got home safely.
Now I am wondering if we can claim the cost of her missed flight (£600) and if so, from whom.
Does anyone have any advice on who to approach?
Her travel insurance company? Chapka
My travel insurance company ? Annual policy
My bank? Paid by my cc.
The airline ? Thai Airways
The third party she booked the ticket through? TravelFrom

From what I have seen on their website, my travel insurance company need proof that the airline refuses to refund before they will look at any claim.

Or would it be a waste of time as it was her fault she didn't have the necessary documents.?
