The antibody test should show who has had it, but not who has just caught it and not yet developed antibodies. Testing everyone would give an idea of the current spread, but would probably have to be repeated (at least for those who don't 'pass') iteratively. Not sure what your 'closing borders' idea is meant to achieve.
