Living in a flat very close to neighbours

A friend of mine lives in a small purpose built block of flats two storeys high. He's on the first floor. The doors to the flats are opposite each other about 1.5 metres apart.

Their neighbours opposite have started leaving their door wide open all day long. They don't sound well, coughing rather a lot but won't close the door as they 'live on the shaded side of the building and need light' from the window in the hallway. Friend mentioned this when I called. He had just been hoovering the communal hallway. He wasn't worried but I was.

There would risk of the virus spreading wouldn't there, if they had it, that is? There's no inner hallway. Their door opens straight into their living room where they are sitting and coughing. What do you all think? Risky or not?

It's unlikely to be risky from a Covid19 stand point but it is a HUGE fire safety issue. Flat front doors have to be fire rated & are expensive for a reason. He needs to remind them of this or report to freeholder/managing agent/council.
