What is considered as essential food production

I am trying to understand what would be considered as essential food producers.

1)Would it be every and any food/drink business in the uk, provided they meet the two requirements.

Or

2)Essential food businesses that meet the two requirements. (milk, bread, meat.. ie non luxury products)

What's your thoughts?

The two requirements-

  • safe social distancing practice
  • normal health and safety requirements
