If someone doesn’t cough how do they spread the virus?

If someone doesn’t cough or sneeze and doesn’t share utensils then how do they transmit the virus to others before their symptoms start?

They talk. Micro droplets come out of their mouths when they talk. They touch their face. They touch surfaces. The saliva which is spread by talking is very small, you can't see it. Viruses are very, very small. Transmission occurs.

Not just that. We know that it is spread by droplets. We don't always sense those droplets and we touch our faces a lot. Little droplets near your nose. You rub your nose and transfer the virus to your fingers. You then touch something.
