What happens to businesses refusing to close?

A cafe and a private gym near me have both refused to close. Happy to talk about it on facebook, 'we're clean and practising social distancing'

What are the actual consequences?

Name and shame them.

I didn't think that would be allowed and why who is going ?

I'm not sure tbh but I presume it will be taken out of their hands via some sort of licensing laws. The local council will have ways of shutting them down I imagine. It really is a disgrace though.
