Anyone else being made to work even though they can work from home?

So I work in a supporting role with families. We can't do face to face meetings now so all done by zoom or Skype. We arr set up to work from home with our own laptops and I have agreed to work opposite days to dh so one of us can supervise the children.
Work are inaisting that we have to have office cover and so have drawn up a rota so that anyone who isn't self isolating or vulnerable has to be in the office. This is an open plan hot desking area with shared toilets and kitchen with hundreds of other people in other teams.
There is nothing whatsoever to make this necessary. We can have phones diverted to our mobiles and everything is electronic.
With dh being a policeman who obviously needs to work, I just feel like this is unecessary exposure for my family and other people as well as unecessary travel.
As an aside my adult ds is self isolating due to being a transplant recipient and his girlfriend is pregnant so I'm also supporting them with shopping etc.
I feel like I want to tell work that I am refusing to work in the office and will continue to work from home.
