It’s clear that some councils are closing cafes in the interests of public health. There are a fair few examples of this online today, where the cafe is located in a council owned building or park.

They need to enforce these closures before Mothers Day, I checked my local pud and pretended to try for a reservation, they are fully booked, its a small friendly pub which is very popular and will have loads of mums and familys huddled together on Sunday, I checked the same with Toby Carvery, all booked up for Mothers day, business as usual

That's a sadly frequent and routine part of the job for Environmental Health Inspectors.

Maybe OP needs to clarify the reason for the closure?

The (US) county my son lives in has just announced a lockdown. All bars and drinking establishments that don't serve food are ordered closed. Restaurants can remain open ONLY for takeaway and drive through. Travel permitted only for essential work, medical, food shop. No public gatherings and no more than 6 unrelated persons can be in a house together.

Punishable by fines. It's getting serious over here.

I’ve had emails from lots of places saying they were shutting - shops, and restaurants/cafes.

I had to go and collect my stuff from work this morning - WFH from now - and cut through Boots for a few bits and bobs on my way home. It was rammed with elderly ladies, pottering around, women in pairs looking like they were having a wee day out. I got some conditioner from the Liz Earle counter, and the sales lady (who I know a bit) said she had had older women asking her to help them pick out lipsticks and all sorts today. I got my conditioner, deodorant, some tampons, and legged it home!

I think that is awful.I am a mother grandmother and great-grandmother.I am in my 70s and have a medical condition that could kill me if I catch the virus.I am prepared to spend Mother's Day in my own home with no visitors.
These people who must have their celebrations in public as usual are just stupid I am sorry but that is how I feel.I might appear bitter because I am in isolation in my own home for the next three months, but that is where I am going to stay even if I am like a caged animal at the end of it.

SANDERS Park Cafe has been closed until further notice as part of the council’s commitment to keeping residents safe during the coronavirus outbreak.
Council officers made the decision earlier today.
Presumably this is a cafe run by or on behalf of the Council, so it's a decision of the Council in there role as service provider, so it's a business decision not due to any legal powers.
All rather academic now though.
