Best Facetime/similar apps for those who can’t see their DC.

My OH has two DC who we usually see twice a week. He has no contact with their mother other than emailing occasionally to check pick-up times etc.
DC are 6 and 2, so do not have mobile phones yet.
In case we cannot see them, I was wondering does anyone have any suggestions for how we could contact them via apps/tablets/something similar to Facetime?

I've just set Skype up for MIL as we're keeping DD away from her now.

Is there anything we could give them, e.g. a child’s tablet/similar that we could get those apps on?
My concern is that we have no phone or anything to reach them on :(
