Can DD "hang out" with her friend(s) after school tomorrow?

I think this is a grey area so interested in what others think.

It's very common for the local secondary school children to "hang out" with others after school. They either do so in the school grounds or there are a couple of parks nearby.

I've told DD she can't do this any more and must come straight home.
She wants to know why hanging out with friends after school (if they take care to stay away from anyone else) is not allowed, but it's fine to hang around with them in school and after school clubs. I don't really have an answer. I suspect she might be right.

Opinions?

Shes been with them in school all day, what's the difference if they hang out afterwards too.
Maybe suggest they meet in the school grounds or someones house to avoid contact with members of the public.

I think its stupid really to say dont hang out after school when theyve been in close contact already for hours.
Its different if they werent going to school, isolated all day at home and want to hang out.

I think hanging out with the same group she normally hangs out with at school isn't a problem/countering current restrictions, but it would be silly to hang out with friends from other schools or who she doesn't normally see.

The issue arises if other kids in her group are hanging out with others too. Although maybe at their age it's less if an issue, as long as they're not visiting grandparents.
