bring back old fashioned quarantining and doctors making house calls

One always reads about how in the middle of the last century and earlier, entire households took quarantining seriously - any contagious illness, eg scarlet fever, the whole house would stay inside for weeks. Doctors used to routinely make house calls to the sick. Instead what we have now are parents sending their contagious kids to school (because of lack of childcare) and an assumption that sick contagious patients should crawl into doctors surgeries and be made to sit in waiting rooms shoulder to shoulder with other people thus infecting them. With only the recent exception of the COVID 19, why are we allowing such slack practices with contagious illnesses?

My GP surgery has 8 full time Dr's & 3 part time locums . And 15,000 patients on the books.
Quite a few in vulnerable groups I would imagine & 1000'S of school aged children .
So how would this work? Doctors have been telling us for years about the shortage of GP.
