Is my mum at risk and should she travel

My DM is an alcoholic and has had four chest infections in last 12 months. She currently has a viral chest infection having had a bacterial one earlier this year. She cannot go more than 2 minutes without coughing and you can hear that she is struggling to breath. She plans to travel for 9 hours by train from one end of the UK to the other early next week. I think she is crazy to do this because 1) she is likely to catch coronavirus and would be at risk and 2) her fellow passengers would be aghast that she would travel with bad cough and clearly unwell and 3) there is a risk that quarantine may start whilst she is away.

Am I overreacting or should I tell her not to travel?
