My day 21 bloods are under 30

I'm on letrozole it's my third month. First month I ovulated cd16 scan and blood.
Second month , didn't have confirmation blood but they did see follicle cd34
Third month 'ovulated' cd 14 unmonitored now and I paid for private blood test and my progesterone came back normal range for follicle phase but just under 30 so I was told anything under 30 means I haven't ovulated. My results was 27.6 nmol/l

Don't know what to do really.
Consultant told me last month because I ovulated first month I'm to stick with this dose and no more scans.
He wasn't concerned that last month I didn't ovulate until cd34 either
But now I've had my progesterone come back low and I'm concerned .
Should he be reviewing me ?
I called today and they won't give me an appointment . Do you think this is something he should be addressing?

By the way , my day 21 was not actually cd21. I just said 21 as that's what they call that blood test, a 21 day progesterone. It was taken 7 days after ovulation
