Budget £30. He likes gardening and general outdoors stuff, but seems to have everything he needs for that.
Doesn't read, has Spotify and streaming services. I'm completely stumped!

Gift certificate for his local gardening centre? Money for a visit to his nearest RHS garden? The National Trust has nice hats, scarves, throws, gardening bits and bobs, etc. You could have a nice browse.

As you say, people in their 80s tend to know what they like/need and have it, so consumables are my go-to for DM and my PiL. Cheese, chutney, pies etc. Betty's (of Harrogate) have a cake delivery service service. I even found a butcher online once that did pork pies with pastry messages on top.
