My ds is just 3 and is getting:

A few Lego pieces in a tin with a Lego base board glued in to play with when out in restaurants
A dinosaur torch
A fine motor skills set (tweezers and other bits)
Binoculars
Bubble bath
Good dinosaur DVD
Chocolate coins
Satsuma

We also had great success last year with cheap superhero masks and capes from eBay which are still regularly used

My DD is nearly 2 and she is getting:

Playdough pots
Playdough accessories to stick in
Colouring book
Smarties tube
Bath toys

All bought from Aldi Aisle of Shite, Flying Tiger or Poundland. Flying Tiger was amazing I could have filled 3 stockings in there.
