Is there such a thing as Christmas crackers that have toys/fillings that are suitable for children under the age of 3?

We got ones from studio that have a wind up race game in them. The paper board is in the box and then each of the 6 crackers has a wind up Christmas character in it. My little ones all love wind up toys!
