Can anybody suggest some arts/craft presents that I can buy for my 11 year old niece?

Felt. That is, get some felt squares of different colours, a book of patterns for felt (Christmas decs, or little animals, or whatever), maybe some tracing paper for the patterns, and some needles, thread and scissors. A good haberdashers should stock all of these (except the paper).

I saw a very cute book of woodland animals to make in felt the other day.

Sequin art! Something like this;

Five dds here all loved them when they were that age and there are so many different ones you are bound to be able to match the picture to her special interests.Very easy and satisfying to do and can go on the wall in her room when she's finished it.

My DD has loved the Djeco kits - they have some lovely kits for older girls. Many companies stock them but Bright Minds seem to have a good range and you can sort by age bands
