Buy an adult a pair of pj bottoms only? She was admiring mine today but previously in the eve had commented that she is very fussy about pj tops. Would it be odd to only give her bottoms?

No I wouldn't say so. I too am very fussy about tops, and would rather people only bought me bottems.
