Just made some yesterday.

Normal salt dough recipe

2 cups plain flour
1 cup of salt
1 cup Luke warm water

Mix flour and salt, add water little at a time until you get a firm dough (add more flour/water if too sticky/dry)

Bake in a very low oven for a couple of hours until hard.

Paint.

We just use normal cookie cutters and they are quite light and don't seem to weigh down the tree, if you want smaller ones though, you could always get some Christmas themed mini play dough cutters.
