Where can I get one on a budget?. Our stairs are open plan in the living room so I want to put something on them this yr.

B and Q have quite a few different ones ranging from 4.99 to about 10.00

Hobbycraft have some undecorated fir garlands which you can embellish to you own colour scheme or design. Also look in garden centres.
